The Windows Secrets Top Story above explains how internet speed testing services work. It includes the results of eight of these services (links include in table) using the author’s Comcast IP. I agree with the author, in that you should use multiple services and make any decisions after that.

When I read this post, I realized I was getting all kinds of birthday notifications on Google and Facebook, and I was not interested at all in getting them. I immediately followed the directions and now am not bothered by them.
